The South African National Aids Council Civil Society Forum has declared the 5th Generation
National Strategic Plan on HIV, TB & STI’s 2023-2028 a people and community centred NSP
anchored on shared accountability, shared responsibility and shared leadership to ending
inequalities and Getting on Track to End AIDS by 2030.
This follows a two-day Civil Society Forum consultation facilitated by SANAC in Johannesburg on
16 – 17 July 2022, aiming to gather inputs from, ensure that voices of civil society are heard
and identify priorities for the next generation of the NSP, TB and STI’s 2023 -2028.
During this consultation CSF called for the NSP 2023 -2028 ‘s approach towards prevention to
emphasise intersectoral, and multisectoral efforts and to embrace the use of available
technologies to achieve prevention goals and ensure 100% anti-retroviral treatment coverage
for all people living with HIV in the country.
CSF called for youth to be at the centre of all sector implementation plans to contribute to
building a culture of prevention in the country, and that programming must also address societal
structural barriers such as lack of food security by ensuring that nutrition forms part of the
response efforts.
Among others, CSF also called for the following, to inform of NSP 2028 -2028 development:
– The NSP must reflect a comprehensive representation of LGBTIQ+ people and provide for
a wider coverage of all provinces, while prioritising people in rural communities.
– Well-funded prevention programmes that prioritise women-controlled prevention
methods
– Inclusive NSP that does not leave men and boys behind
– Child sensitive NSP that prioritises all children as key populations
– NSP that recognises traditional medicine and the stigma attached to using traditional
medicine
– Full representation of the people with disabilities
– Access to holistic health Services without stigma and discrimination for sex workers and
decriminalisation of sex work in the NSP
– Migrant sex workers to have access to local medication
– Accountability of sectors in the implementation of the NSP goals
– Accountability of politicians in the implementation of the NSP
– Transformation agenda be prioritised at all levels
– Consolidate and coordinate the work of the CSF using the SANAC framework in AIDS
response
– Recognises the role of traditional leaders in HIV prevention and response efforts
– Recognises the role of religious leaders in HIV prevention and response efforts
This consultation was followed by a 3-day Civil Society Forum National Lekgotla 2022 where
leaders from 18 Civil Society Sectors, including SANAC CSF’s National Coordinating Committee
members, provincial, district and local Chairs from all 9 South African provinces deliberated on
various governance matters that are key in determining the strategic direction of the CSF going
forward. This is where CSF resolutions and a declaration were developed and endorsed.

The SANAC Civil Society Forum (CSF) is a formal advisory body established in 2012 by the South
African National AIDS Council to facilitate the participation of Civil Society Organisations and
networks, including those representing People Living with HIV, in the HIV and AIDS and TB within
the National HIV response and for the implementation thereof National Strategic Plan (NSP) on
HIV, TB and STI’s through sectors.
The SANAC CSF aims to promote an inclusive, competent, and responsive civil society that
effectively serves the needs of the people of the South African communities, by linking and
diversifying civil society actors, expanding the sectors and communities where civil society
contributes, improving civil society organisations’ operations, and enhancing connections
between civil society organisations with their stakeholders and constituents.
The CSF Lekgotla is a policy conference which seeks to coordinate the voices and participation
of civil society structures at key platforms, renew the mandate of SANAC CSF, and ensure
prioritisation of local efforts in the National HIV and AIDS, TB and STI’s response in the country
The NSP is the strategic guide for the national response to HIV, TB and STIs in South Africa. This
plan is developed for 5-year cycles with the current NSP coming to an end at the 31 March 2023,
following a 1-year extension due to Covid19. SANAC is currently in the process of developing
this new National Strategic Plan.
